Q: a Character that has just been wounded gets a Wound Shock marker and count "as being in cover" but a Character can not Take Cover when shot at OF, so if a wounded Character it's shot at by OF does not count as if it is "in Cover"?
A: different things...
If you had just been wounded in your opponent turn, you keep the marker during all your turn and the next turn of your opponent too. At the start of your turn after that you remove the marker and can move as normal. In other words the Shock marker will remain in both the turn your opponent wounds AND his next turn, so the wounded character basically always count as In Cover when fired upon while he is in shock... but being in Shock he can not be shot at by OF.
It's true that if you get shot at by OF you can not choose to take cover. However to trigger the OF you need to take an action within range of the OF marker. Being shot or be wounded are not an action (you don't spend AT for it) as a matter of facts you CAN NOT take actions while you have the wound shock marker, so you can not trigger OF... in other words you can not be shot at by OF while you are under wound shock, so you always count as having taken cover. Similarly, if you have already taken Cover (so you have the shield marker on) when the OF is placed, again you CAN NOT take actions while being In Cover, so you can not trigger OF. Of course if you do try to take an Action within OF range then you do lose the in Cover status immediately AND trigger the OF so you could be shot at...
However note that if you are NOT wounded then it is different... for example, say that you are in range of OF from one but get shot by a different character first: if you try to Take Cover from that, THAT would be an action, trigger the OF and you could be shot by the character in OF BEFORE you could take cover. If you do survive that shot then you'll count as being in cover from all subsequent attacks, including the one you originally tried to take cover from...
