If your NCO becomes wounded and gains a wound shock marker does his command ability still apply? I assume yes because it is not am action, but just wanted to clarify.

Yes, when he gets a wound shock marker he can not temporarily do any Action, but it's Abilities remain unaffected. However it is not guaranteed that his Command Ability does still apply after he gets wounded! That is determined on an individual basis specific to that Character, as shown by his stat card: when he gets shot you have to immediately flip his card, and it is possible that the Character will have a different value for his Command Ability on the wounded side. It does not necessarily gets reduced either, some Character may even increase charisma and determination if it gets wounded and his Command value increase on the wound side of the card (as it is occasionally the case for the hand to hand combat value, some Character just gets meaner if you hurt him!). In the case a Character does lose completely his Command Ability when wounded (in other words, if his card shows a value of 0 associated with the Command Ability icon on its card on the wounded side) then his Command Ability does no longer apply as soon as he is shot, and therefore also as soon as he gets a wound shock marker, but not as a result of getting the wound shock marker as such... hope this makes sense...
